The Texas Code Of Criminal Procedure Art. 15.01 defines an arrest warrant as a written order from a magistrate, directed to a peace officer commanding him/her to take into custody the person accused of the alleged offense so they can be dealt with according to the law. A warrant is necessary to arrest a person who is believed to have committed a crime that wasn't witnessed by law enforcement.

Expanding an Arrest Warrant Search Statewide
All counties in Texas take warrants very seriously. The Texas Department of Public Safety and the Texas Department of Criminal Justice have been set up to proactively protect the citizens of Texas. If you're not sure what county you have a warrant in or you want to search for a person statewide you can do so very easily using the resources from both agencies.

The Texas Department of Criminal Justice offers an online tool for you to search offenders imprisoned in a TDCJ facility.  Depending on what information you know about that person, you can search by name, TDCJ number, or SID number. You will only get results for people currently incarcerated by the TDCJ, so if you don't find what you're looking for then the person may not be a current inmate.

The Texas Department of Public Safety has a their own online search tool. Their Computerized Criminal History System allows you to search individuals that have been convicted of a class B misdemeanor or higher and includes only cases that have been reported to the Department. To use this search requires signing up with a username and password.

The Texas Warrant Roundup
Since Texas is a huge state many warrants go unresolved each year which results in a large debt of unpaid fines. To alleviate this problem, the state has put into effect what is called the Texas Warrant Roundup. It's a yearly undertaking by law enforcement to carry out warrants and collect on fines owed to the state. This roundup usually takes place each year during February and March. The idea is to enforce these warrants and get citizens to pay outstanding fines. Many of these warrants aren't criminal in nature and are for unpaid traffic violations. If you failed to pay a traffic fine your name might be on the warrant list which means you can be arrested at any time and place during the warrant roundup period.
